According to the decision of the Yerevan City Council of Elders of December 24, 2024 No. 266-N, a zero-rate exemption is applied to the local duty rate established for 2025.

For the construction and reconstruction of state and community educational institutions operating under the jurisdiction of the Yerevan community, and social protection organizations operating under the jurisdiction of the state in the administrative territory of Yerevan

For the purpose of demolishing buildings with 10 or more apartments of the 3rd and 4th category of emergency and constructing new multi-apartment buildings in their place, if the developer, prior to submitting an application for a permit, has actually fulfilled the conditions for resettlement or acquisition of property (share) envisaged in the urban development program and the applicant (in the case of a legal entity, also the head of the executive body) does not have overdue financial obligations towards the Yerevan community as of the date of issuance of the permit.

Privileges for the tariffs of local payments set for the year of 2025 are given in the form of 0 rates on local payment if the applicant has no overdue financial liabilities towards the city of Yerevan according to Yerevan Council of Elders decision N60-N at the moment of negotiation (confirmation) or renegotiation (changing) of architectural and construction project

Case of making changes anticipating expansion of surfaces in design documentation.

In the event of making changes to the design documents approved in accordance with the procedure established by the legislation of the Republic of Armenia, which provide for an increase in the area exceeding the amount provided for in paragraph 4 of this decision (except for cases of approval of projects providing for an increase in the ground tax (taxes), as a result of which the amount subject to payment of the local duty established for 2025 when issuing a new construction permit exceeds the local duty rate paid before making the given change, a local duty rate reduction privilege is applied to the local duty established for 2025 when issuing a new construction permit in the amount of 80 percent of the local duty calculated for the total area, if the difference between the local duty established for 2025 when issuing a new construction permit and the local duty paid before making the given change does not exceed 20 percent of the local duty established for 2025 when issuing a new construction permit and the applicant (in the case of a legal entity, also the head of the executive body) does not have overdue monetary obligations towards the Yerevan municipality as of the date of issuing the permit.

In the framework of the re-conciliation of the agreed designs of multi-apartment residential buildings and complexes in the design documents approved in accordance with the procedure established by the legislation of the Republic of Armenia, in the case of making changes only to the volume (surface) of underground parking lots, when issuing a new construction permit in accordance with the procedure established by the legislation, a privilege is applied to the local duty set for 2025 for the construction permit, with a zero rate applied to the local duty, if the applicant (in the case of a legal entity, also the head of the executive body) does not have overdue monetary obligations towards the Yerevan community as of the date of issuance of the permit.
