Optimization at legal subdivisions of the City Hall: regular meeting of Council of Elders taken place
Optimization is going to be carried out at the subdivisions engaged in the sphere of law of the Municipality of Yerevan. At the regular meeting of the Council of Elders held today the draft decision was approved. Mayor Hrachya Sargsyan attached importance to the implementation of the changes and noted that the improvements will serve a guarantee of coordinated and unified approached in the sphere. The warnings related to not meeting tax liabilities and judicial notifications will be sent in electronic mode which will make this function more controllable and transparent.

The Council also confirmed the reports on Yerevan development program of 2021 and the city budget performance in 2021. It should be noted that before the Council’s confirmation both drafts were submitted to public discussion: open hearings were held in the City Hall with the participation of a number of residents.
Presenting the report on the budget performance of 2021, First Deputy Mayor Levon Hovhannisyan noted that new complex programs had been initiated in some spheres so that the processes of budget planning and procurement were organized correctly and effectively.
Mayor Hrachya Sargsyan in his turn referring to factual incomes of the budget of 2021, to expenditures and performance stressed that complex solutions are needed to implement important programs timely and completely. All risks will be taken into account in these solutions, the changes will be comprehensive, special trainings will be held for employees.
“60% of procurement is ensured by correct organization and 40% by human factor and the result is depended on them. Currently we are making changes and general provisions will be presented to all factions of the Council of Elders”, said the Mayor.

A number of expenditure projects were confirmed at the meeting. In particular, 100 12-metre buses of European production will be purchased due to financing provided by the RA Government and the EBRD; 426 elevators will be installed for which 3,2 milliard drams will be allotted from the city budget, 10 modern trolleybuses will be purchased; 190 million drams will be disbursed from the budget to create a recreation zone on the right side of Yerevan Lake. During the current year 20 new mini football grounds will be constructed in the administrative districts and 2 tennis courts in Shengavit district, for which the city budget will allot 140 million and 61 million drams respectively. Comfortable conditions will be provided in Abovyan square in Kentron district, the park dedicated to 40th anniversary of Victory located in Malatia-Sebastia district will be overhauled as well. 350 million drams is anticipated for the modernization of Ashtarak highway illumination. Besides, 28 more pedestrian-controlled traffic lights will be installed in Yerevan streets.

By the decision made by the Council of Elders memorial boards will be installed in commemoration of the Arm.SSR Distinguished Art Figure, Laureate of international contests, scenario writer, participant of the World War II Elmira Hekekyan, the Arm. SSR Distinguished Art Figure, Professor, sculptor Tereza Mirzoyan, the homeland defender, Colonel Roland Keleshyan, the Academician Babken Arakelyan, the RA Distinguished Architect Martin Tovmasyan, the RA Distinguished Lawyer, Candidate of Law Vardan Musakhanyan, the Armenian opera singer, Arm.SSR People’s Artist Vahan Mirakyan, Doctor of Medicine, Professor, Arm. SSR Distinguished Scientific Figure Hrachya Saghatelyan, the RA People’s Artist, RA State Prize Awardee, Professor, Honorary Citizen of Yerevan Hrachya Ashughyan and the Arm. SSR Distinguished Builder, Doctor of Architecture Tiran Marutyan.

By another decision of the Council the 1st Aygestan street will be named after the statesman, public and political figure Nikol Aghbalyan, 2nd Aygestan street will be named after the linguist, literature critic Manuk Abeghyan, 3rd Aygestan street will bear the name of the lawyer, publicist Grigor Chubaryan, 4th Aygestan street will get the name of the economist, historian Tadevos Avdalbegyan, 5th Aygestan street will be named after the mathematician Sergey Mergelyan, 7th Aygestan street – after the botanist Armen Takhtajyan, 9th Aygestan street – after the phytophysiologist Mikael Chaylakhyan, 11th Aygestan street – after the linguist, Armenologist Gevorg Jahukyan.

The meeting was followed by Q&A. The Council members gave their questions to the Mayor, to heads of administrative districts and heads of subdivision.
The next meeting of the Council of Elders is scheduled for April 19.
