Since November 1, musicians, artists and other individuals and groups engaged in cultural activities must act in the open-air areas of Yerevan in accordance with the new requirements set by the Council of Elders.
From 10:00 till 21:00 the distance of at least 10 m from residential and public buildings must be kept. From 21:00 till 23:00 the distance must be 100 m.
As the deputy head of the Department of Culture and Tourism Gevorg Sahakyan marked that the city authorities try to coordinate the cultural activities in open-air public activities and to provide harmonic environment for townspeople, and guests of the capital. The head of the Municipality of Public Order Service Aram Gyulzadyan stated that the goal of Yerevan Municipality is to ensure quietness of residents in public and residential areas.
In accordance with the new requirements, the open-air cultural activity should not hinder movement of pedestrians and vehicles and disturb the activity of nearby objects. The sound volume must not excel 60 decibels.
Gevorg Simonyan added that at first they hadn’t intended to set any censorship as it is prohibited by the Constitution. However, there must not be any hate speech, songs with criminal content or swears to be heard.
The Municipality and administrative districts will set everyday control. First of all, those performers are warned. From November 1 those violators will be fined. The law “On administrative violations” stipulates reprimands or a penalty in the amount of 100-200-fold of the minimal salary tariff, and in case of repetition the penalty will reach 500-800 thousand drams. All recreational activities will be banned only on memorial days.
