“New Regulations Will Directly Hold Developers Accountable,” – Tigran Avinyan
The council plans to impose stricter rules on all developers who violate the existing regulations. During a regular working meeting, it was reported that a draft resolution, expected to be adopted in December, will significantly cut developers' deadline-extension privileges. Developers who fail to properly manage the construction sites will lose about 85% of the privileges planned for 2026.
“We will apply a differentiated approach to developers who properly install their dust-protection nets and air-quality monitoring devices. Those who consider these measures an unnecessary expense will soon understand what a truly unnecessary expense looks like. In December, regulations will be adopted that will directly address the accountability of our developers,” emphasized Mayor Avinyan.
From January 1 to October 16, 316 administrative offense protocols were issued for improper construction-site management. The ten most irresponsible developers are: “DEFANSE HOUSING INVEST”, “ML MINING”, “DISCOVERY”, “YEREVAN ZEYTUN-ICEHOUSE”, “Lorida Group”, “ARCADA CONSTRUCTION”, “ELITE GROUP”, “JUST DEVELOPER”, “S.S. BROTHERS”, and “S.T.S.-PYRAMID”.
“GREEN PROPERTY DEVELOPMENT” CJSC was recognized as a bona fide developer. The construction at 26/1 Azatutyan Avenue is being carried out by “METROSHIN” OJSC.

Referring to the significant deterioration in air quality recorded last night, Mayor Tigran Avinyan noted that this was partly due to large-scale fires in various parts of the Republic of Armenia. The mayor also spoke about the common practice of burning leaves in the yards.
“Many of you have seen someone in the neighboring yard, or even in your own yard, collecting leaves and garbage and burning them. Dear Yerevan residents, small leaf piles and so-called ‘garbage recycling factories’ directly poison you, your environment, and your children. While we are constantly talking about construction dust and are making attempts to control it, the smoke from these fires is three to five times more harmful. We observe that every November, air quality begins to deteriorate,” stated the mayor, emphasizing the importance of legislative regulation of this issue.

The construction of the “Park of Life” in the Yerevan Botanical Garden is going on. A new irrigation system is being installed, pathways are under construction, and the concrete works of the memorial platform and the main pump station have been completed. The installation of lighting poles, as well as the concrete work for the artificial pond, is in its final stages. Once the two bridges are installed, finishing and cladding work will commence.

The renovation of the outdoor lighting network along the road section from the end of Acharyan Street in Yerevan to the Abovyan Traffic Police base has been fully completed. A 1.6 km lighting network has been constructed, with 52 poles and 104 “smart” LED lights installed.

Crack-filling works have been completed in Yerevan. The work was carried out on 21 streets across 8 administrative districts, covering a total of 527,400 linear meters.

The quality of ambulance services has significantly improved in recent years. On July 1, 2023, a cashless payment system for paid services was introduced. Further enhancements in 2024 included the introduction of a tablet-based electronic call-entry system designed to ensure the continuous and more efficient processing of calls to the "1-03" emergency service. The deployment of an "E-1 channel" along with call monitoring and recording devices has successfully resolved the issue of unanswered calls, reducing the rate to zero. As a result of effective management, the company, which had previously incurred a loss of 141 million drams, reported a profit of 168 million drams during the first half of 2025.

A total of 3,208 coffee and payment terminals have been registered within the gis.yerevan.am electronic system, of which 2,162 have the official permits. The mayor has given instruction to negotiate with the owners about the matter by the end of the year and dismantle those terminals whose owners refuse to legalize their operation.
