First Meeting of the Sixth Session of the Yerevan City Council

10.02.2026

Today, the Yerevan City Council approved the Sustainable Energy and Climate Action Plan (SECAP) for Yerevan.
The adoption of the plan provides the necessary framework for the municipality to leverage green financial instruments to implement a range of sustainable urban development projects.
In the context of global environmental challenges, integrating sustainable development principles in urban governance and infrastructure remains a key priority for the city authorities. It was formally reinforced in 2017, when the Republic of Armenia ratified the Paris Agreement, undertaking obligations to limit greenhouse gas emissions and enhance climate adaptation measures.
The Sustainable Energy and Climate Action Plan (SECAP) for Yerevan was developed within the framework of the city’s participation in the European Commission’s “Covenant of Mayors” initiative. The SECAP outlines measures to mitigate and adapt to climate change, including a target to reduce greenhouse gas emissions by at least 30 percent by 2030 and to strengthen the community’s resilience to climate impacts. The document also sets out implementation mechanisms, timelines, estimated costs, responsible entities, and expected outcomes, as well as tools for monitoring progress and evaluating the results.
