Implementation of Yerevan energy efficiency program has entered practical phase
Yerevan Mayor Taron Margaryan together with the representatives of the European Investment Bank, the EU delegation in Armenia as well as with the ambassadors of a number of countries accredited in the RA visited the municipal kindergarten N 110 which is included in the list of pre-schools involved in Yerevan energy efficiency program. It should be noted that by the joint program of Yerevan Municipality and European Investment Bank it is planned to carry out activities aimed at energy efficiency increase, seismic stability and overhauling in some municipal public buildings particularly in kindergartens. Attaching particular importance to the program implemented due to financial support of the European Investment Bank and European Union, Mayor Taron Margaryan highly appreciated the cooperation with international organizations in various spheres of urban economy and noted that they are aimed at modernization and development of infrastructures of the capital.
“As you know, the loan program of European Investment Bank provides for overhauling and thermo-insulation of public buildings. By the first stage a number of municipal kindergartens will be overhauled which is a priority for us particularly taking into account the fact that the conditions in which children get education are of not less importance than the education itself. As regards this program I’d like to stress that it is special in Armenia as it includes energy efficiency and seismic stability components. Besides, Yerevan Municipality, attaching importance to the financial assistance of the European Investment Bank, Eastern Europe Energy Efficiency and Environment, Partnership Foundation and Green Climate Foundation, provides co-financing of this program. I am sure that all current programs will have important influence on the proportional development of the capital and formation of comfortable conditions for the population. I also hope that such programs will be long-term”, said Taron Margaryan.
The Head of Division, Public Sector East, Lending Operations of the EU Neighboring Countries Lionel Rapaille thanked Mayor Taron Margaryan for effective teamwork and noted that Yerevan is a reliable partner indeed which makes it possible to expand the cooperation and ensure the continuity of already initiated projects.
“We implement cooperation programs with Yerevan Municipality in various directions and expanding the frames of cooperation today we are giving a start to one more important program of Yerevan energy efficiency. The aim of the program is to make the kindergartens of Yerevan safer, warmer and to provide energy costs reduction. This loan program is special as it is the first non-sovereign loan program (i.e. without government guarantee) signed directly with Yerevan community. And this certainly proves our trust towards Yerevan”, said Lionel Rapaille.
The persons in charge presented the details of Yerevan energy efficiency program according to which via loan and grans means it will become possible to increase seismic stability and energy efficiency in kindergartens. In this context 29 municipal kindergartens will be overhauled, and in the kindergarten N118 technical studies of energy efficiency and seismic stability will be carried out. Afterwards the activities aimed at energy efficiency and seismic stability increase will be conducted.
It is planned that as a result of the program a safer environment will be provided for the children, teachers and other employees of the kindergarten. This way it will be possible to save annually 27.800 MVT/h energy, to reduce CO2 emissions up to 5.502 tons annually and to decrease other greenhouse emissions significantly which will benefit climate changes relief and reduce the costs of Yerevan Municipality budget.
Then the grant agreement on the program of Yerevan energy efficiency was signed between Yerevan Municipality and European Investment Bank. The document was signed by Yerevan Mayor Taron Margaryan and the Head of Division, Public Sector East, Lending Operations of the EU Neighboring Countries Lionel Rapaille.
The financial agreement of Yerevan energy efficiency program was signed by the General Manager of the Eastern Europe Energy Efficiency and Environment Partnership Foundation Eva Maniko and the Head of Division, Public Sector East, Lending Operations of the EU Neighboring Countries Lionel Rapaille.
In fact by the signed agreement the implementation of the program has entered the practical phase.
It should be noted that the total costs of the is 15 million euro from which the EIB will disburse 7million euro loan, the co-financing of Yerevan Municipality will make up 2 million euro, E5P grant will be 5 million euro, UNDP and Green Climate Foundation loan will be 1 million euro.
