The details of the process of organization of paid car parking places to be operated in the capital since July 1 were presented during the press conference convened in the City Hall of Yerevan. The director of "Parking City Service" company rendering the service Vazgen Hatutyunyan said that at the present the areas of paid car parking are being separated in the capital in red marking, corresponding road signs, information notice-boards are being placed. The mentioned segments will be equipped with up-to-date video devices to control the areas. The control over the parking places will be carried out by mobile cars which will be equipped with video cameras too. Parking of cars in the mentioned areas is free of charge for parking up to 5 minutes.
By the decision of the Council of Elders in 2013 the charge for parking a car for an hour or less is AMD 100, for a day the charge is AMD 500, for a week-AMD 1000, for a month-2000, for a year-12000. By the way, from 24.00 in the evening till 9.00 in the morning parking is free. The payment is to be made cashless, for example by SMS. In case of short messages 1045 and 5045 numbers are to be dialed up for one hour or one day correspondingly, mentioning in the text the state number of the transport means in Latin letters with no spaces. The driver will be informed by reply message about the time of parking and its finishing. Payments can be made in banks, payment and account organizations, terminals or the email of servicing organizations. In all the cases filling the state number in the line where the objective of payment is mentioned is obligatory. Not paying for parking causes imposing penalties in the rate of minimal salary. The car-owner will be informed about this by mail. The head of the Department of transport of the Municipality Henrik Navasardyan noted that presently organization of car parking in the busy parts of the main and secondary streets is being regulated. Henrik Navasardyan said that from this time on controllers with arm-bands have no right to collect money.
The head of the Legal Department of the Municipality Zaven Arakelyan stressed that the RA law “On local duty for transport means parking» shall be used in the streets and squares considered to be of Yerevan property. In yard areas, the areas of cultural, educational, state and community administration offices the law is not applied. The head of the Road Police of Yerevan Arsen Arshakyan added that the areas adjacent to the companies engaged in commerce belong to the community and are to be regulated by the mentioned law and stressed that in the paid parking places drivers are also obliged to keep the traffic rules, particularly park their vehicles in accordance with marking. It is prohibited to park in the 2nd carriageway adjacent to parking place, otherwise the administrative responsibility is unavoidable. The main meaning of automation of the control of the paid parking and of cashless parking duty collection is to develop civilized parking in the capital. Taking into account that the period necessary for notification of the law and the necessity of technical equipment of the parking places, the residents won’t be imposed any penalties or fines within a month.
