Senior Project Manager

The Yerevan Traffic Management Center, a newly established institution under the Yerevan Municipality responsible for traffic and public transport data analysis, data-driven management, and monitoring, is looking for a Senior Project Manager.
You will launch and lead high-impact projects aimed at improving smart mobility, road safety, traffic efficiency, and public transport performance.
The position operates under the PMO and encompasses the end-to-end delivery of complex, technological, and data-driven systems.

Key Responsibilities
Lead the full lifecycle of transport, analytical, and technological projects - from planning to deployment.
Develop technical specifications (TOR), budgets, schedules, procurement packages, and ensure full implementation of systems.
Collect and analyze multi-source data with the analytics team, including GPS/AVL, CCTV (video analytics), sensors, passenger counting systems, internal platforms, and AI/ML-based forecasting models.
Identify congestion patterns, behavioral anomalies, and safety risks, and define data-driven solutions to address them.
Design and implement smart mobility systems: monitoring platforms, electronic timetables, real-time data pipelines, automated control systems, and AI/ML applications.
Ensure change management, on-time delivery, and strict quality control.
Conduct risk assessment and risk mitigation with preventive and rapid-response measures.
Coordinate work with cross-departmental teams, external partners, and technical vendors.
Research international best practices, identify new systems, participate in selection, procurement, and deployment.
Prepare reports, analytical summaries, recommendations, and present them to leadership.
Align raised issues and new initiatives with the Yerevan Municipality’s Transport Department, ensuring clear and regulated communication.

Required Qualifications
Senior-level project management experience with 6+ years in relevant fields.
Proven experience working in a multi-project environment.
Strong knowledge and hands-on experience with Agile / Scrum / Waterfall methodologies.
Experience in designing, integrating, interconnecting, and implementing digital systems.
Ability to create technical specifications, clarify requirements, and manage external vendors.
Skills in data analysis, KPIs, process mapping, and working with management dashboards.
Experience leading teams, ideally in technological environments (developers, analysts, engineers).
Strong computer literacy, including office and online tools.
Proficiency in MS Office (Excel, Word, PowerPoint), Google Workspace.
Experience with Jira, Asana, Teamwork, or similar task/project management systems.

Preferred Qualifications
Experience in acquisition and implementation of digital systems.
Experience in designing and developing systems.
Background in public transport, traffic management, or data-driven mobility projects.
SQL/MySQL/PostgreSQL skills, including query creation.
Power BI / Tableau
SQL / MySQL / PostgreSQL
AVL/GPS monitoring systems (e.g., Wialon)
GTFS / GTFS-RT / NeTEx standards
GIS platforms (ArcGIS, QGIS)
ITS systems, Mobility dashboards
CCTV video analytics, AI tools

Working Conditions
Full-time position.
Paid probation period: 3 months.
After probation: medical insurance.
Salary based on candidate’s experience and qualifications.
Work schedule: Monday-Friday, 09:00-18:00.
Workplace: Yerevan, 16 Kirk Kerkorian Street.
