General Background
The Yerevan Municipality, through the Yerevan Urban Development Investment Project Implementation Unit (YUDIP IU), invites eligible consulting firms to submit Expressions of Interest (EOI) for the following assignment: 
Concept and Detailed Design Services for Komitas Park and Dalma Urban Forest.
The assignment will be implemented in two phases:
i.    Phase 1 – Conceptual Design, and
ii.    Phase 2 – Detailed Design, subject to satisfactory performance and approval.
The consulting firm will provide services for the conceptual and detailed design of Komitas Park and Dalma Urban Forest, including their integration into Yerevan’s green infrastructure network.

The scope of works includes:
•    Preparation of conceptual and detailed designs for Komitas Park and Dalma Gardens (Urban Forest);
•    Integration of nature-based solutions (NbS), climate-resilient and low-carbon design principles;
•    Urban landscape and public space design;
•    Development of green mobility and ecological corridor concepts;
•    Environmental, social, and climate assessments in accordance with ADB requirements;
•    Preparation of construction-ready design documentation and cost estimates.

Selection Method and Criteria
All firms are required to submit a full technical proposal, which will be evaluated according to the quality- and cost-based selection (QCBS) method described in ADB Procurement Policy (2017, as amended from time to time), and the Procurement Regulations for ADB Borrowers (2017, as amended from time to time). A weighting system of 90% of quality and 10% for cost will be applied.

Submission of EOI
Only electronic copies will be considered as an official submission of Expressions of Interest (EOI). For submission of electronic version of EOI all prospective Consultants are advised to register in ADB Consultant Management System at cms.adb.org. When expressing an interest as an entity, the firm should highlight its most recent projects and geographical experiences relevant to the outlined TOR. Consultants should submit EOI on-line using a standard template provided in Consulting Services Recruitment Notice (https://selfservice.adb.org/OA_HTML/adb/xxcrs/jsp/ADBCsrnFwd.jsp?sel=219038).
The EOI should be submitted online no later than 20 January  2026 in ADB Consultant Management System.
