1.    The Republic of Armenia has received financing from the Asian Development Bank (ADB) toward the cost of the Yerevan Urban Development Investment Project. Part of this financing will be used for payments under the Contract named YUDIP-Cons-06: Supporting the establishment of the Strategic Communication Ecosystem for the Yerevan Urban Development PIU. 
2.    Yerevan Municipality (“the Employer”) is the Implementing Agency and will recruit the firm supporting the establishment of the Strategic Communication Ecosystem for the Yerevan Urban Development PIU in accordance with the ADB Procurement Policy (2017, as amended from time to time) and the associated ADB Procurement Regulations for Consulting Services.
3.    The consultancy is expected to provide a comprehensive framework and tools to increase public awareness and visibility, foster corporate transparency and accountability, and strengthen the efficiency of feedback and grievance mechanisms.
To strengthen the PIU’s strategic communication capacity, build a robust brand identity, and enhance stakeholder engagement, the consultant firm will:
•    Develop a comprehensive strategic communication system, including the PIU communication strategy and the YUDIP communication plan;
•    Design the PIU’s brand book and create a cohesive visual identity;
•    Design and develop the PIU’s website and YUDIP’s webpage to improve outreach and engagement;
•    Provide training and capacity building to empower staff to sustain these efforts.
4.    Consultant Firm Qualifications
The consultant firm should demonstrate:
•    At least 5 years of experience in strategic communication, brand development, web design and development. Focus on urban development or infrastructure projects will be a plus.
•    Proven track record in delivering large-scale communication projects, including brand identity and digital content strategies and solutions. Projects in urban planning, infrastructure and/or project management advisory are a competitive advantage.
•    Diverse team comprising experts in strategic communication, visual design, UX/UI, website development and project management.
To effectively support the PIU in establishing a comprehensive communication ecosystem, the consultant should bring together a diverse team with complementary expertise.
