1.    The Republic of Armenia has received financing from the Asian Development Bank (ADB) toward the cost of the Yerevan Urban Development Investment Project. Part of this financing will be used for payments under the Contract named above. 
2.    Scope of Services:
The selected consultant will be responsible for overseeing the LARP implementation for the Isakov-Arshakunyats Road Link, ensuring compliance with Armenian laws and ADB Safeguard Policy Statement (SPS) 2009. The key responsibilities include:
•    Conducting public consultations and awareness campaigns for affected persons (APs)
•    Assisting APs in resettlement, legal compliance, and livelihood restoration
•    Managing the Grievance Redress Mechanism (GRM) and dispute resolution processes
•    Overseeing the compensation and resettlement implementation process
•    Ensuring proper documentation, monitoring, and compliance reporting
3.    Qualification Requirements:
•    Bachelor’s degree in Social Sciences, Economics, Urban Planning, Statistics, Finance, Law, or related fields
•    Minimum 7 years of relevant experience in land acquisition, resettlement, and livelihood restoration
•    Strong knowledge of Armenian land acquisition regulations and institutional frameworks
•    Familiarity with ADB Safeguard Policy Statement (SPS) 2009
•    Proficiency in Armenian and English (written and spoken)
